Residence card fees: how much to pay and how to attach the proof to your application
Updated 24.10.2026
You pay twice for a residence card, the stamp duty (opłata skarbowa) for the permit itself and 100 zł for issuing the card. These are two separate transfers to different accounts (opens in a new window). You can't pay inside MOS, so you pay in advance and attach the confirmations to the application.
How much to pay
The stamp duty depends on which permit you apply for.
- 440 zł for a residence and work permit (pobyt czasowy i praca) and for a Blue Card;
- 340 zł for other temporary permits, for example for studies, family or your own business;
- 640 zł for permanent residence (pobyt stały) and EU long-term residence.
Issuing the card costs 100 zł. Half of that, 50 zł (opens in a new window), is paid by children under 16, by people who came to study at a secondary school or university, and by people in financial hardship. You prove the discount with a document. For a child it's the birth certificate, for a pupil or student a certificate from the school or university, and in hardship a certificate that you receive cash social assistance.
Some permits have a different amount. Seasonal work, for example, carries a stamp duty of 170 zł. In some cases there is no duty at all. The full table of fees (opens in a new window) is on the MOS website.
Where to pay
The stamp duty goes to the city office (urząd miasta) (opens in a new window) of the city where your voivodeship office is located, and the 100 zł card fee goes to the voivodeship office itself. Applying to the Mazovian voivodeship office? Then you pay the stamp duty to the City of Warsaw (opens in a new window).
Which office is yours depends on where you live, because your application is decided by the voivode of your voivodeship. Each office publishes its account numbers on its website, and the MOS website collects links to the pages of all 16 offices. Some of those pages let you pay straight away with an “Opłać online” button.

What to write in the payment title
Write what you are paying for and the first name and surname of the person applying. The office in Lublin (opens in a new window), for example, asks for “opłata za…” plus the applicant's name, so roughly like this: “opłata skarbowa za zezwolenie na pobyt czasowy i pracę, Anna Kowalenko”. Your office may have its own rules. Check its page.
How to attach the proof to your application
In MOS, at the attachments step, add two separate files, one with the stamp duty confirmation and the other with the card fee confirmation. Any of these will do:
- an electronic transfer confirmation from your internet banking;
- a scan of a paper confirmation;
- a clear photo of the confirmation.
UdSC recommends attaching the electronic confirmation from your bank. If you attach a scan or photo, you will later have to hand in the paper confirmation at the office. The limit is 10 MB per file (opens in a new window). All attachments together can be up to 50 MB.
If there is no confirmation
Without a stamp duty confirmation, the office will send you a letter giving you 7 to 14 days to pay, and if you miss that deadline, it will return your application. You can also bring the confirmation to your appointment at the office (opens in a new window), where you will be invited to give your fingerprints.
How Ekspat helps
Once your application is ready in MOS, the Ekspat dashboard shows you how to pay the stamp duty, and then you sign the application and save the confirmation of submission (UPO).
